Ms. Tulafono has been with BGCAS since 2012 and was appointed Executive Director & Chief Executive Officer in March 2026. She is a Certified Tier 2 National Trainer, leads the Resource Development Team as a grant writer, and the Workforce Development Specialist for our local organization. Ms. Tulafono holds a Bachelor of Science in Business Administration and is currently studying for her Masters of Business Administration with a concentration in Accounting.

Mr. Barber has over 15+ years of youth leadership experience as Troop Leader for the Boys Scouts of American Samoa Aloha Council, implementing activities that engage young people with character development, civic duty and responsibility. He has been a Hawaiian Airlines employee for over 30 years and has served the American Samoa Government in various supervisory roles. Mr. Barber is a member of the BGCAS Board of Directors and serves as the Board Safety Committee Chairman.
